The proposed changes included in this public review address the following topics in the National Building Code of Canada, the National Energy Code of Canada for Buildings, and the National Plumbing Code of Canada:<\/p>\n<h2>National Building Code of Canada<\/h2>\n<ul>\n<li>Accessibility<\/li>\n<li>Automatic sprinkler systems<\/li>\n<li>Energy efficiency for houses<\/li>\n<li>Fire protection<\/li>\n<li>Modular construction<\/li>\n<li>Plumbing materials and equipment<\/li>\n<\/ul>\n<h2>National Energy Code of Canada for Buildings<\/h2>\n<ul>\n<li>Airtightness<\/li>\n<li>Heating, ventilating and air-conditioning systems<\/li>\n<\/ul>\n<h2>National Plumbing Code of Canada<\/h2>\n<ul>\n<li>Drainage systems<\/li>\n<\/ul>\n<p>See the <strong>summary of key proposed changes<\/strong> below for more details.<\/p>\n<p>The purpose of this public review is to:<\/p>\n<ul>\n<li>provide code users, the Codes community, and the public with a detailed look at proposed technical changes, and<\/li>\n<li>seek comment on each proposed technical change as to whether it should be approved, altered or withdrawn.<\/li>\n<\/ul>\n<p>The public review will close at <strong>11:59 pm PT on June 22, 2026, after which comments will no longer be accepted.<\/strong><\/p>\n<p>The result of the public review process is a collection of comments on proposed code changes. The comments are sorted and analyzed by Codes Canada staff who are familiar with the development of the proposed changes, and who develop a draft resolution to each comment. The draft resolutions are validated by the responsible code development committees, which form the recommendations to the CBHCC.<\/p>\n<p>The recommendations could be one of the following:<\/p>\n<ul>\n<li>approve for publication,<\/li>\n<li>revise for publication,<\/li>\n<li>defer publication pending further development \u2013 subject to subsequent public review, or<\/li>\n<li>withdraw proposed code change.<\/li>\n<\/ul>\n<p>The CBHCC decides which changes will be published in the next edition of the National Model Codes based on the recommendations of the code development committees.<\/p>\n\n<section class=\"alert alert-success\">\r\n<h3>Steps for submitting comments on proposed changes<\/h3>\r\n<p><strong>Step 1<\/strong>: Read the <a href=\"\/en\/guidelines-for-comments\/\">guidelines<\/a> for writing comments.<br \/><strong>Step 2<\/strong>: Read the <a href=\"\/en\/instructions-for-submitting-a-comment\/\">instructions<\/a> for submitting comments.<br \/><strong>Step 3<\/strong>: Read the <a href=\"\/en\/public-review-spring-2026\/\">proposed changes<\/a>.<br \/><strong>Step 4<\/strong>: If you have a comment, click the \u201cSubmit a comment\u201d link located at the beginning of each proposed change, which will take you to the <a href=\"\/en\/comment-on-a-proposed-change-public-review\/\">online comment form<\/a>. Only comment forms that are submitted online will be accepted.<\/p>\r\n<p style=\"margin-top: -30px !important; padding: 15px !important;\">You may submit other related documents, such as reports, by email or mail.<br \/>\r\nImportant: submit one comment form per proposed change. Division C that permits prefabricated buildings, modules, or panels certified to CSA A277, \u201cProcedure for certification of prefabricated buildings, modules, and panels,\u201d to be deemed to comply with existing off-site review requirements.<\/p>\n<h4>Lavatory supply fittings in public washrooms (Part 3)<\/h4>\n<p>Adds an explanatory note to clarify that faucets in public washrooms must comply with the requirements for lavatory supply fittings in the National Plumbing Code.<\/p>\n<h4>Accessible controls on menstrual product dispensers (Part 3)<\/h4>\n<p>Introduces a requirement that, where menstrual product dispensers are provided in barrier-free washrooms, the operating controls must be usable without tight grasping, pinching with fingers, twisting of the wrist, or applying a high operating force.<\/p>\n<h4>Accessibility terminology (Parts 3 and 9)<\/h4>\n<p>Modernizes the language related to disabilities affecting vision and hearing so that the terminology used is consistent, is free of outdated language, and accurately reflects the functional considerations underlying relevant code provisions.<\/p>\n<h4>Firestops at perimeter joints (Parts 3 and 9)<\/h4>\n<p>Replaces the references to ASTM E2307, \u201cStandard Test Method for Determining Fire Resistance of Perimeter Fire Barriers Using Intermediate-Scale, Multi-story Test Apparatus,\u201d with references to CAN\/ULC-S115, \u201cStandard Method of Fire Tests of Firestop Systems,\u201d as the test method to be used to rate firestops installed at perimeter joints.<\/p>\n<h4>Prescriptive compliance for Energy Performance Tier 2 (Part 9)<\/h4>\n<p>Provides a set of prescriptive energy efficiency requirements for demonstrating compliance with Energy Performance Tier 2 in Section 9.36.<\/p>\n<h3>National Energy Code of Canada for Buildings (NECB)<\/h3>\n<h4>Fan motor power threshold (Part 5)<\/h4>\n<p>Lowers the fan motor power threshold at which the prescriptive requirements
